Novella and Herman Clancy claimed the payout Monday from the June 30 drawing. They were the only Lotto players picking all six numbers: 1, 5, 7, 19, 22 and 29. Clancy had a hunch he and his wife would win the jackpot with figures based on places they'd never been, using numbers for letters of the alphabet. "He wrote on the top of the paper that had the numbers on it, 'We're millionaires, she said. When they found out how true those words were, "we just jumped up and down and started screaming," Mrs.
Clancy said. "Then we looked and said, 'This is not We looked at the ticket nine or 10 times." The Clancys learned they had the winning numbers the night of the drawing but waited more than a week to claim the prize so they could host a family reunion without commotion. "We had planned it for two years, and we didn't want to take away from the fun by announcing it then," said Mrs. Clancy, who works in the payroll department at Fort Wayne Community Schools. After a 13-month study, the Indiana Correction Advisory Committee released a report Monday that also recommended establishing a better projecting future prison population, creating a correctional facility for inmates with mental health problems and expanding community corrections to all 92 Hoosier counties.
